VIVAnews - Attorney General's Office (AGO) claimed that it had secured state fund reaching Rp 8 trillion and US$18 million in the last four years. However, data of the secured state money saved between 2004 and 2008 was doubted.
Indonesia Corruption Watch (ICW) revealed that the auditing conducted by the Supreme Audit Agency (BPK) over Central Government's Financial Report (LKPP) between 2004 and first half of 2008 showed that state money AGO paid in only amounted to Rp 382.67 billion (US$34.9 million).
In addition, in LKPP and BPK's data, there is also substitute money that AGO had not paid in reaching Rp 7.72 trillion (US$704.3 million).
Responding to the scepticism, Special Crimes Solicitor General Marwan Effendy said, "Those who are doubtful do not comprehend about the restitution mechanism of secured corrupted money."
According to Effendy, there are four instruments for saving state money; paying in money to state fund is one of them. In addition, there is money returned to the proper institutions, money returned during investigation processes, and money returned directly to the injured party.
"The kind of money is certainly not listed in state fund," he told VIVAnews.
Lastly, said Marwan, rescuing instrument may be through mediation or civil suit. "The money can be directly returned to the represented party or state fund," he said.
In addition, he said that the money returned to third party in 2008 reaching Rp 2.9 trillion (US$264.55 million). "The evidence? You should ask Bank Mandiri. The evidence is there," he said.
In a report read by Attorney General Hendarman Supandji during the commemoration of World's Anti-corruption Day, AGO has also released cases handled in investigation processes: 3,143 corruption cases from 2004 to November 2008. AGO compared data handled by the police (1.095 cases) and Corruption Eradication Commission (110 cases).
Coordinator of Law and Justice Monitoring at Indonesia Corruption Watch (ICW) Emerson Juntho said that AGO did not compile the report acurately. The reason for this was that the data comparison was not professional. AGO has high district attorney offices in 33 provinces and each of the them has four to five district attorney offices.
In fact, most of the district attorney offices still have branches, and every unit can investigate corruption cases. "It seems that it's not a mistake if I see the comparison as too naive," Juntho said.
