Odd Facts on Ballot Tender

VIVAnews - Indonesia Corruption Watch (ICW) found odd facts on the ballot tender, whose winner was decided by January 2009. The discordance appeared because tender winner proposed price far below the Elections Commissions (KPU's owner estimate.

"It is possible that a leverage is carried out during the tender planning," said a researcher from ICW, Abdullah Dahlan, on Thursday, Feb 5.

According to him, a partner proposing for the tender should have calculated for the profits. Proposing prices below owner estimate (HPS) was normal. "However, if the proposed price was too low, reaching 50 percent, a question should be posed: How did KPU prepare the plan?" he said.

In preparing budget for an activity, he said, market price, partner's profit and possible inflation must have been taken into account. Should the preparation of owner estimate pay attention to efficiency, the price disparity would not be too high. 

He illustrated a procurement of goods and services having price ceiling of Rp 4 billion (US$340 thousand). A bidder who proposed by 75 percent lower than the offered price is still deemed normal. However, when the proposal reached Rp 2 billion, or 50 percent of the offered price, the quality should have been questioned.
