Soekarwo conveyed this program during a meeting with the head of East Java Education and Culture Department, Rasiyo, at the East Java gubernatorial office, Surabaya, on Monday, Feb. 16. Also present was the deputy governor, Saifullah Yusuf.

Soekarwo hopes that in its early phase, staff from the police department and the attorney's office will help fulfil the teaching role, then later, after the curriculum has been set, it will be implemented wholely by the school teachers.

According to Soekarwo, the purpose of this initiative is to motivate people, so the teachers who are dealing with the school operational assistance (BOS) will not be involved for the mean time.

Responding to Soekarwo's idea, Rasiyo said that the anticorruption subject has actually been taught in schools, from elementary level to high school level, in East Java since 2008, and still going until this present day.

"The subject has been taught by civic education (PKN) teachers and there has also been an instruction from the Supreme Court (MA) to teach anticorruption subject in schools," explained he.

Rasiyo said that the East Java Education and Culture Department has cooperated with the East Java police and district attorney's office by establishing the "honesty cafeterias" in some schools. There are no cashiers or any other attendants at the cafeteria. The idea is to have the cafeteria operate solely based on trust.

"If it's possible, there should be a general study at one high school in the regency with speakers from the Corruption Eradication Commission (KPK). Maybe it can be done in Surabaya," said Rasiyo.
