VIVAnews – He became famous after he was appointed chairman of the Judicial Commission (Komisi Yudisial). Busyro Muqoddas is known to have a simple and low-profile personality.
Prior to becoming chairman of the Commission, Muqoddas worked as a lawyer in Yogyakarta. He started his law career in 1983 when he was appointed Director of Legal Assistance and Consultant at the Faculty of Law, Islamic University of Indonesia. He earned his law degree from the same university in 1977.
Immediately after he was elected chairman of the Judicial Commission, Muqoddas, who was born in Yogyakarta on 17 July 1952, took a progressive approach to strengthen the institution charged with maintaining the integrity and the dignity of Indonesian judges. He established cooperation with several anti-corruption institutions as well as the universities to assist the Commission in monitoring the judges. “It’s part of judicial reformation,” said Muqoddas at the opening of one of the Judicial Commission network trainings.
The network aims to establish a database record of performance of all Indonesian judges to help reform the court system and fight the court mafia.
His action caused resentments among the judges, including the Supreme Court justices. Not infrequently, the Commission summoned the district and the Supreme Court judges. The dispute between the Judicial Commission and the Supreme Court was finally resolved by the Constitutional Court which led to the abolishment of some of the Commission’s authority.
Nevertheless, the verdict did not prevent Muqoddas from nailing rotten judges. The Commission continues to receive reports on judge’s negative behavior.
Muqoddas applies a number of tricks to wipe out corruption. First, he fights corruption without giving a second thought of who was involved in it. He proved it by firing his own colleague, Irawady Joenoes, after he was arrested by the Corruption Eradication Commission (KPK) for bribery.
Second, he executed various programs related to the Commission’s administration, development, and cooperation, and obtained support from various stakeholders. The programs aim to create self-awareness through culture movement to all law enforcers so that they would always be honest, fair, professional and responsible in their duty.
Third, each verdict and each judge’s behavior are examined, so as to create a basis for academicians to further study and examine court decisions, whether they contained a complete consideration of the law and argumentation.
Muqoddas’s struggle in wiping out the court mafia did not go unnoticed. He was awarded an anti-corruption award from the Bung Hatta Anti Corruption Award organization.
