Why is Corruption Committed in Public Service
VIVAnews - Corruption Eradication Commission (KPK) publicized survey on public services integrity. People's habit of demanding instant services is viewed as the supporting factor that promotes corruption in public services.
"[People] do not want to obey the procedures. They prefer the help of a middleman," said KPK Deputy Head M Jasin on Thursday, Feb 5.
The next factor includes ineffective socialization concerning certain procedures. Therefore, users of public services do not exercise a strong control over it. "Public services are often subject to political commodities," he said.
In addition, the commission also observed that there has been a habit of handing in some money or goods as compensation. People also hold false understanding that small sums of money and 'additional' money given 'under the table' is not considered as corruption.
In addition, the anti-corruption commission took notice that administrators in every department still have low integrity. Various sanctions imposed to the violators are seen as impotent as well.
Moreover, the public is not provided with a space to participate in monitoring and complaining over the available services.
Anti-corruption campaigns run by civil servants are not yet optimal. The responsible officers lack skills and knowledge needed to provide efficient services.
The survey was conducted between June and September 2008 with total respondents of 11,268.
