Transnational Crimes Need Greater Attention

VIVAnews - Security officers' concerns must be beyond must monitoring domestic criminals. Former Chief of Indonesian Police General (Ret.) Da'i Bachtiar said transnational crimes are threatening the nation.

"Transnational crimes are committed by perpetrators from various countries," said Bachtiar during a Coordinating Meeting of Border Area Security at the Indonesian Police HQs, on Thursday, Feb. 12. 

For example, cases of terrorism. Terrorist training may take place in Mindanao, Philippines, while the financing may be disbursed by Middle East countries. "The explosives may be detonated in Indonesia, having Indonesians or Malaysians as the perpetrators," said Bachtiar.

The same applies to drugs trafficking. The materials may be imported from the Golden Triangle (Laos, Burma and Thailand) and Europe and then distributed to Australia or Indonesia. "The perpetrators come from Africa or China," said Bachtiar.

There is also cyber-crimes aiming at credit card users. "The perpetrators get users' data from Ukraine; commit frauds or on-line payment in the United States; ship the ordered goods to Singapore. All activities take place in Indonesia," said Bachtiar.

There are also certain forms of transnational crimes that are in principle domestic crimes. They are committed in Indonesia and are perpetrated by Indonesians. However, "Either the goods or the perpetrators escape abroad. Economic crime and corruption are examples of this," he said.

Bachtiar said the solution is that UN resolutions on transnational crimes must be perfectly prepared. "Partnership and transnational extradition agreement should be well-prepared as well," said Bachtiar.
