VIVAnews - Corruption Eradication Commission (KPK) is planning to invite several institutions related to the human resources of the Commission. The invitation is aimed at discussing the recall mechanism of human resources deployed in the Commission.
KPK Secretary General Syamsa Ardisasmita told VIVAnews on Nov 25 that they have been using the services of employees from police departments, attorney's office, and Finance and Development Monitoring Board (BPKP).
The problem is that, he said, there is no recall mechanism concerning employees from other institutions working with or for the Commission. "At times, we're surprised because a letter of investigators' recall would be sent to us suddenly, for example. If there is a letter, we cannot do anything because it's the power of the central institution to recall its employees," said Syamsa.
Massive employee recall, according to Syamsa, will affect overall performance of KPK. Therefore, assignment and recall mechanism for outsourced workers in the Commission should be prepared.
"For instance, can an official recall be set some time after a decree is issued so that KPK will have time to find substitute?" said Syamsa.
For the time being, said Syamsa, KPK still applies Governmental Regulation No.63/2005 on KPK Human Resources Management System.
In the regulation, said Syamsa, it is stated that the working period for civil servants in KPK is only four years, at the most.
"The institution may recall (their employees) prior to the due date. However, it can also extend the working period for another four years," said Syamsa.
Syamsa said that at this time there has been three police officers, all high-ranking, that has been recalled from KPK.
