LPG Supply in Early 2009 Threatened

VIVAnews - Pertamina has predicted that domestic LPG supply in early 2009 will decrease.

Pertamina Marketing and Trade Deputy Hanung Budya said that the stock of LPG that Pertamina has will only be capable of covering consumption for the next 17 days. "We have not yet acquired additional imports to meet consumption for January of 2009. Today, the national LPG stock is 132,000 tons while national daily usage reaches 7,500 tons," Budya said on Monday, Dec 15, in Jakarta.

Given the situation, Budya added, if the company does import, then LPG will be out of stock.

Budya said that to meet national consumption in December 2008, Pertamina has increased imports by 140,000 tons. However, recent LPG consumption hike of up to six-fold has caused Pertamina to be unable to meet the demand.

"We are still seeking as much LPG as possible that the market can provide, if the price is right. But it's difficult to look for even [a supply of] 10,000 tons," Budya said.  

Budya went on to say that LPG imports of 10,000 tons that Pertamina will set by 2009 can only be gained by next year with a minimal distributed volume from importers reaching between 800,000 and 1.5 million tons per year.

Meanwhile, Director-General of Oil and Gas Evita Herawati Legowo said that the government is preparing 3-kg LPG trade management. "The concept is almost done," she said.

The regulation attached in the trade management, she said, include price regulation which is set by the government and how to avoid manipulation of 3-kg LPG. The 3-kg LPG was intended for lower-income consumers and was thus subsidized. But many consumers had switched from buying LPG in 12-kg and 50-kg containers due to the increase in prices.

Data of the Directorate General of Oil and Gas shows that the government has targeted in the 2008 Revised State Budget that the withdrawn kerosene amounts to 2.01 million kiloliters of LPG, while the distributed LPG amounts to 1.14 million metric tons. It is targeted in the 2009 State Budget that the LPG that will be distributed would amount to 1.6 million metric tons and the kerosene that will withdrawn would amount to to 4 million kiloliters.
