"Police Is Slow in Serving the Public"

VIVAnews - The Indonesian National Police is once again under the spotlight.

Current issues concerning the involvement of several Police generals who purportedly backed underground gambling as well as suspension of illegal logging investigation in Riau have cornered the institution.

Certainly, not all police officers are underrated. They have also achieved some success. Member of Indonesian Police Commission Karni Ilyas commented on two sides of the Indonesian Police: Protection and Service.

VIVAnews interviewed Karni Ilyas via telephone on Wednesday, Dec 24. The excerpt is as follows:

In your opinion, has the Indonesian Police done a good job lately?

The police has improved their work concerning security issues, compared to the previous years. Several top cases that were uncovered proved that their performance have been better. For instance, the Indonesian Police has succeeded in handling terrorism. The fact is that a number of terrorist suspects have been arrested. They have also suppressed the number of terrorist act.

How about other cases?

The handling of drug dealing cases is quite successful. Many cases are solved. It is clear that the network of drug dealers in Indonesia is quite large. Tons of drugs have been confiscated, which hadn't been done in the past. Numerous suspects have been put in custody. Many druglords have been apprehended.

What about matters on gambling and illegal logging?

There are indeed some cases. However, generally speaking, the handling is pretty well. In the past, it is legal to hold gambling everywhere. But these past years, the Indonesian Police has enforced the applicable Law.

What should the Indonesian Police focus in improving?

I see that police lacks in public services. It is far from what common people expect. For instance, some reports filed by people on the streets are left unprocessed. Even if the reports are processed, it requires a long process.

It disappoints the public. They have to return to a police department several times to be informed of the progress of their reports. They have to take public transportation and leave their office. This is a burden.

Is it already the custom, or are there other factors?

We should acknowledge that one of factors in police departments concerning public services is the low budget. In the past, the government only provided Rp 2.5 million of fund for one case. Today, it is around Rp 5-8 million. This is not enough.

It may affect the morality of the police officers?

Of course. A police officer in Indonesia should have high moral standards in order to refrain from various temptations. They may be lured by some cases. There are indeed several cases concerning police morality.

Are there any other problems?

Order. This is rarely seen. This is certainly related to other parties, not just the police.

For instance, there were chaos in several regional elections. The masses were engaged in destruction. It was anarchy. Yet, the police did not act firmly. They were still doubtful in taking action against the anarchists.

Police should strictly handle the anarchists. Otherwise it would trigger other people to set out the similar action. It would risk making this nation barbaric in the future
