15 Issues on State Assets Management

VIVAnews – The Corruption Eradication Commission (KPK) found 15 issues on state assets management. This is a result of the lack of regulation concerning state assets management.

The issues were discovered by Corruption Eradication Commission’s (KPK) Coordinating, Monitoring and Supervising Team for Taking Inventory and Controlling State Goods in 2008.    

The issues include official homes inhabited by unauthorized party. The commission cited three-winged flats occupied by former Supreme Judges; official homes occupied by retired officers of Directorate General of Taxes at Kemanggisan Complex; and an official home belonging to National Family Planning Coordinating Board (BKKBN) occupied by former BKKBN Deputy Head.

In addition, the commission has also found status-shifting of state homes from category I to category II and was then altered again to category III by the inhabitants. The cases include shifting of status and official home rights belonging to the Department of Public Works, shifting of status and echelon I officers' official home rights belonging to the Department of Justice and Human Rights, and shifting of status and rights of official homes belonging to the Department of Health.  

Another issue is concerned with state homes having unclear status. Those homes include official home of Vice President on Jalan Diponegoro, Jakarta; official homes of state officials on Jalan Widya Chandra and Jalan Denpasar, Jakarta; and official home belonging to the Directorate General of Taxes at Kemanggisan, West Jakarta.

Concerning the status of the homes, the Department of Finance stated that the official home of Vice President Jusuf Kalla on Jalan Diponegoro, Jakarta, belongs to the government. "The official home belongs to the government," said Director General of State Assets Management at the Department of Finance, Hadiyanto.

However, according to Hadiyanto, the management and registration of the Vice Presidential home is indeed organized by State Secretariat. Therefore, it is not managed by the Department of Finance.

In addition, the Commission found that there were status settlements of state homes long after the houses were given and was deliberately set up as category II state homes to enable shifting. The cases include rights shifting of state home belonging to the Department of Religious Affairs Regional Office of West Sumatra Province. The state home was acquired in 1984. However, in July 2004, the house was set as category II state home and was altered into category III in December 2004.

State assets control carried out by joint commission and several institutions resulted in the securing of state money of around Rp 190 billion. The amount was taken from state home status shifting and rights annulment belonging to the Department of Justice and Human Rights (Rp 22 billion), the Department of Religious Affairs Regional Office of West Sumatra (Rp 5 billion), three-winged flat (Rp 54 billion), the Department of Public Works (Rp 16 billion) and National Logistics Agency (Rp 9 billion).

The assets belonging to PT Kereta Api (Rp 78 billion), National Family Planning Coordinating Board (Rp 6.5 billion), Perum Pegadaian (Rp 837 million) and PT Jiwasraya (Rp 2.5 billion) have also been secured.
